Faction Scripts: NPCS

Create NPCs via eA Script language for the factions that will check the faction or appoint the faction.
One elder in each town sets your faction to that town.
One General in each town raises your rank through quests.
Various townsfolk that will respond differently depending on faction (including quests)
Faction shops
Faction Treasurers.
Principals at the schools to set your faction to the school so you can learn the skills from the teachers.
Teachers that check your faction and if you are a student give you a quest to get a book to learn the skill or increase the level of the skill (up to 25, on most skills)
There will be more but this is all that will be needed currently. They can be skeletons, we'll add meat later.
